The grounds on which they are given permits are to consider whether the player is of the highest calibre, and whether the player is able to contribute significantly to the development of the game at the top level in England.
Now it doesn't take a genius to see that this ruling only benefits those in the top division. A club like Argyle can't afford to buy players 'of the highest calibre' or players that will 'contribute significantly to the development of the game at the top level in England'. So the FA and our government are making the gap between the rich clubs and the not so rich bigger and bigger.
